Independence & Boundaries
Independence is not a preference.
It is the basis of the service.
RECAIP is designed to preserve structural independence.
The service is not aligned to approval, rejection, delivery success, or commercial
continuation. Its role is to expose governance conditions so decision-makers can
understand the exposure attached to their own authority.
- No delivery responsibility.
- No outcome advocacy.
- No contingent remuneration.
- No success fees.
- No approval or rejection recommendation.
- No substitution of client accountability.
- No participation in the decision being assured.
Independence Principles
Why This Matters
If an assurance provider benefits from an outcome, participates in delivery, or becomes dependent on the decision proceeding, its independence is weakened.
RECAIP avoids that conflict by design.
Misuse Warning
RECAIP should not be used to retrospectively justify decisions already taken, provide
political cover, simulate authority, or create false certainty.
Where these conditions exist, the service may be unsuitable.
Boundaries of Use
RECAIP may inform decision-making, governance review, board discussion, programme scrutiny, or controlled assurance activity.
It must not be presented as regulatory approval, statutory sign-off, or a replacement for organisational accountability.
Client Responsibility
All final decisions remain with the client, approving authority, or accountable organisation.
RECAIP provides independent decision assurance.
It does not take the decision.
